1. Background and Rationale

AKADEMIYA2063, in collaboration with the International Fund for Agricultural Development (IFAD) and the Global Alliance for Improved Nutrition (GAIN), seeks to establish a Community of Practice (CoP) comprising experts and practitioners in the application of the Tracking Financial Flows to Food Systems (3FS) methodology.

The 3FS methodology, recently developed and piloted in several African countries, provides a systematic framework for identifying, classifying, and tracking public expenditures and development financing directed toward five components of food systems: Agricultural Development and Value Chains; Infrastructure for Food Systems; Nutrition and Health; Social Assistance; Climate Change and Natural Resources.

To promote the wider adoption, effective implementation, and scaling up of the 3FS methodology, the collaborating partners propose establishing two complementary groups within the CoP:

  1. Expert Group: A network of technical experts with advanced knowledge of economic modelling and members of the AGRODEP Modeling Consortium.
  2. Practitioners Group: A network of professionals and institutions directly involved in implementing the 3FS methodology at country level who have previous experience in 3FS methodlogy development and implmentaiton.

These two groups will work in a complementary manner to strengthen national capacities, promote methodological consistency, and support the institutionalization and sustainable application of the 3FS methodology across African countries.

These Terms of Reference document define the objectives, scope of work, membership criteria, responsibilities, and expected benefits of participation in the Expert Group.
