Call for applications - Consultancy for project on interaction and compatibility of CAADP and AfCFTA - apply by 13Nov20

With support from the USAID, the International Food Policy Research Institute (IFPRI) will assess the interaction and compatibility of the Comprehensive Africa Agriculture Development Programme (CAADP) with the African Continental Free Trade Agreement (AfCFTA). This call for applications is for AGRODEP members who are interested and available to work on this project.

Objectives

The objective of the project is to analyze the achievements of countries under CAADP in order to assess its interaction and compatibility with the AfCFTA. Indeed, while both CAADP and the AfCFTA are always quoted as highly strategic, no systematic study has been performed to see how these two large initiatives interact and more importantly if they could help achieve the Malabo target. The study will focus on ECOWAS (Nigeria, Ghana, Cote d’Ivoire and Senegal) and COMESA (Kenya, Rwanda, Ethiopia, Zambia) regions.

Activities

The main activities to be carried out by the selected experts include the following:

• Perform a literature review on the performance of countries in reaching CAADP goals
• Run some econometric estimations to estimate agriculture total factor productivity growth (TFP) using a growth accounting approach a la Fuglie (2008)[1]
• Estimate an econometric relationship between public expenditure in agriculture and TFP growth
• Forecast TFP growth depending on whether countries will achieve the CAADP targets or not
• Participate in the writing of the report

Outputs and deliverables

The outputs of this study will be:

• A report describing the literature review and describing the methodology of the econometric estimates
• A draft section for the relevant part of the final report of the study

The consultant will use known and reliable data sources to do this work. In particular, for the econometric estimation of TFP growth, the consultant will proceed to a thorough assessment of the quality of labor data and use additional sources in addition to FAOSTAT

Reimbursable Expenses

IFPRI will not reimburse any expenditure.

In-Kind Support

IFPRI will not provide any in-kind support to Collaborator in connection with work performed.

Timeframe and Schedule of Deliverables and payments

The work will be carried out according to the schedule set forth below.

Required skills

The consultant must have:

• Proven experience in agricultural economics and in econometrics
• Proven work experience in trade and trade policy with links to agricultural economics
• Good knowledge of the trade policy environment in Africa
• Good knowledge of agricultural policies under CAADP
• Excellent written and oral communication skills in English.
